The Public Private Partnership Component is now largely completed though elements of it overlaps with other program elements which continues. The Component has the objective of strengthening Public Private Partnership through three parallel types of activity as follows:
1. Capacitation of public and private partners to sustain public private dialogue. Two sorts of capacitation were provided as follows:

Targeted training to enable partners and stakeholders including the staff of NIPC as implementing unit to perform their roles in the project. Training has been supported on project management, monitoring and evaluation, and World Bank procurement modalities. |

Targeted capacitation and training to enable key Project partners to understand the general policy environment in which the Project is intended to function. Thus partners have been sent to courses on Business Environment, Microfinance, Seminars on Secured Lending, Study Tours and Seminars on Investment Climate, Credit Bureau Regulation, Alternate Dispute Resolution, and similar topics. |
The primary targets for this activity were the Nigerian Investment Promotion Commission (NIPC) for Investment Climate Work, the Central Bank of Nigeria (CBN) for Access to Finance, and SMEDAN for Business Development Services and Monitoring and Evaluation. The amount of activity varied but the Central Bank were supported in developing a relationship with the Consultative Group to Assist the Poor (CGAP). Some of this activity continues.
More than 70 trainees and participants have participated in Project funded capacitation. The Project continues to support such training programs.

2. Direct support to Public Private Partnership Initiatives particularly in Abia and Kaduna.
In each case a large Public Private Partnership Session led to an agenda and a follow through committee. Studies and technical assistance to these committees was provided, especially as concerned multiple taxation. The activity in Kaduna is being continued by the World Bank’s Investment Climate Project.
3. A dissemination subcomponent, primarily under a Memorandum of Understanding with the Nigerian Economic Summit Group (NESG).
The Project was a sponsor of the Non Oil Group of the NESG for several years and participated in some of their sessions.
